Valley Transit, Washington

WCAG & ADA Compliance adhering to DOJ Guidelines

Client Background

Valley Transit, based in Walla Walla County, Washington, provides essential public transportation services to thousands of residents, including seniors, students, and persons with disabilities. As a community-focused transit agency, its digital presence, ValleyTransit.com, plays a critical role in helping riders plan trips, check schedules, and access paratransit services.
Valley Transit received notice from the U.S. Department of Justice (DOJ) to comply with WCAG 2.1 AA and ADA Section 508 standards by the mandated deadline.

Infojini was brought in as a trusted partner to lead this time-sensitive accessibility initiative, from audit to remediation to compliance validation, ensuring that Valley Transit met federal requirements on schedule while maintaining service continuity for its community.

Client Need

Objectives

  • Perform a comprehensive accessibility audit across Valley Transit’s primary public website and regional trip-planning platform.
  • Identify and resolve accessibility gaps using WCAG 2.1 AA standards and Section 508 guidelines.
  • Ensure strict adherence to DOJ enforcement expectations regarding digital accessibility by the required deadline.
  • Implement critical accessibility fixes within a tight budget and compressed timeline.
  • Equip internal staff to maintain ongoing compliance and content governance.

Challenges

  • Defined Compliance Timeline: The project required a complete accessibility audit, remediation, and verification within a fixed regulatory timeframe.
  • Limited Internal Technical Resources: Valley Transit did not have dedicated in-house web accessibility specialists.
  • Complex Interactive Features: The website included trip planners, dynamic service alerts, and PDF timetables, all of which required detailed accessibility enhancements.
  • Budget Sensitivity: The agency needed to achieve full compliance in a cost-effective manner without undertaking a full website overhaul.
  • Developing Accessibility Awareness: Many staff members were still building familiarity with WCAG requirements and accessible design best practices.

Our Solution

Infojini responded with a phased, sprint-based accessibility program combining automated audits, manual testing, targeted remediation, and rapid training. Our agile approach enabled Valley Transit to meet federal compliance deadlines without disrupting service operations.

  1. Accessibility Audit
    • Conducted sitewide automated scans using WAVE and axe DevTools.
    • Manually tested the web pages with screen readers (JAWS, NVDA) and keyboard-only navigation.
    • Identified and categorized the accessibility violations by severity and user impact.
  2. Targeted Remediation
    • Correcting HTML structures to ensure logical reading order and proper heading hierarchy.
    • Fixing non-compliant color contrasts and missing ARIA labels on forms and navigation elements.
    • Fixing key interactive features (trip planner, search, alerts) for keyboard and screen reader usability.
    • Updating and remediating all PDF timetables using Adobe Acrobat Pro and CommonLook.
  3. Compliance Testing & Documentation
    • Will retest the entire website with automated tools and real assistive technology users.
    • Will verify compliance across Chrome, Edge, and Firefox browsers.
    • Will compile a compliance verification package (audit report, before/after screenshots, and certification letter) for DOJ review.
  4. Training & Capacity Building
    • Will delivere a accessibility workshop for internal staff on WCAG principles, testing tools, and content governance.
    • Will create an “Accessibility Playbook”  a visual guide for maintaining compliance when updating web content.
